(n.) the ability to manipulate water.

Users of this power can manipulate water in many ways - it is possible to increase, decrease, move, walk on and attack if a body of the liquid is nearby. It is the parent of many other powers, and advanced user is likely to breach out into a sub-power. Ice and steam manipulation are the most common, but others of note acid, alcohol, blood, oil, salt, emotions and Winter. Water manipulation can not be developed from powers associated. 

Water manipulators are easily underestimated, as they are usually associated with all things serene. And while it is true, that they are gernally harmless, they have the ability to cause some serious damage. Pushing a water manipulator’s buttons too hard can cause a flood or severe famine.

Naturally, an ability so versatile will also have many weaknesses Despite being one of the most adaptable powers, they have many foes. Manipulators of electricity, fire, magma, ice, sand and oil have a great advantage over these users. One thing they cannot do is create water out of thin air, meaning their power is useless if it’s not on hand. Controlling great bodies of water, like lakes, rivers and oceans, are incredibly exhausting, to the point of one passing out from fatigue. It is said that water manipulation is one of the “safest” powers but this is not true in the slightest.
